Loading the manufacturer's latest official software onto a car's control units — engine, gearbox, ABS, infotainment and others — the way a main dealer does, to cure known faults, answer a recall or technical campaign, or fix odd behaviour such as rough gear changes or warning lights that keep coming back. Nothing about the car's power changes; that is performance tuning. Getting a newly fitted part accepted by the car is control module coding.
